APPSC paper leak case: BEO dismissed from service after inquiry finds charges proved

In a major development in the Arunachal Pradesh Public Service Commission (APPSC) paper leak case of 2022, a block education officer accused in the scam has been dismissed from government service.Posi Gamlin, who was serving as a block education officer (BEO), was terminated from service on Wednesday after a departmental inquiry concluded that the charges against him were fully established. The order stated that the proven misconduct was grave in nature and warranted a major penalty under service rules.Gamlin was arrested in November 2022 by the Anti-Corruption Bureau (ACB), earlier known as the Special Investigation Cell, for his alleged role in the paper leak scam. He was among 51 people arrested in connection with what is considered one of the biggest job scams in the state’s civil service examination history. He was accused of acting as a broker in the case.

Following his arrest, Gamlin was suspended from service in 2022. However, in January 2025, he was reinstated after the Gauhati High Court’s Itanagar Permanent Bench pointed out procedural lapses in the suspension process. The reinstatement led to public criticism, after which the education department issued a fresh suspension order.As part of disciplinary proceedings, the department appointed an inquiry authority. The inquiry report was submitted on February 5, 2026.

The termination order stated that after examining the charges, inquiry findings, documents and the officer’s written reply, the disciplinary authority found the allegations fully proved. The order invoked Rule 11(ix) along with relevant provisions of the Central Civil Service (Classification, Control and Appeal) Rules, 1965.Under these rules, dismissal from service ordinarily disqualifies a person from future government employment. The order said the dismissal takes immediate effect.
