Arunachal Governor KT Parnaik releases book on prison reforms, calls jails centres of change

Arunachal Pradesh Governor KT Parnaik on Sunday released a book on prison reforms in India and said that jails in the country are slowly changing into places of reform, hope and rehabilitation.The book, Prison Reforms in India: Legal Framework, Judicial Role, and Institutional Mechanism, has been written by Dr Muluvesalu Keyho, who is Head of Department and Assistant Professor (Law) at the Police Administration faculty of Rashtriya Raksha University, Pasighat campus in East Siang district. The book was released on the sidelines of a two-day “China Seminar” held at Likabali Military Station in Lower Siang district.

Speaking at the programme, the Governor said the role of prisons in India is gradually changing. He said earlier, prisons were mainly seen as places for punishment, but now the focus is shifting towards reforming individuals and helping them return to society.“Today, the system is moving from punishment to reform. The aim is to help people rebuild their lives and return with dignity,” Parnaik said. He added that the idea is to ensure that when a person leaves prison, they are ready to live responsibly and become part of society again. According to him, this approach is important for building a better and more inclusive society.

The Governor also said that the book will be useful for many people, including policymakers, prison officials and students. He described it as a helpful guide for those working in law, criminology and human rights. He further said that a strong nation is not only one that punishes wrongdoing, but one that also gives people a chance to change and start again.
