Father alleges haras*sment, s*exual exploitation by Senior Arunachal officials following son’s suicide

In Arunachal Pradesh, the father of deceased Gomchu Yekar has lodged an FIR at Nirjuli Police Station, accusing two senior government officials of abetment to suicide, mental harassment, sexual exploitation, and corruption. The complaint, dated October 23, names Talo Potom, IAS officer and Special Secretary, PWD (currently posted in New Delhi), and Likwang Lowang, Executive Engineer, RWD (posted at Chiyang Tajo), alleging that their actions drove Gomchu Yekar to take his own life. The deceased reportedly ended his life at his rented residence in Lekhi village, Papum Pare district, after enduring “unbearable mental torture, humiliation, and coercion” from the accused officials.

According to the FIR filed by Tagom Yekar, Gomchu’s father, a suicide note recovered from the scene explicitly names both officers and details instances of “systematic harassment” and abuse of authority. The complaint alleges that Gomchu was repeatedly pressured to participate in corrupt practices and provide illegal favours in departmental work and funds. When he resisted, he was subjected to intimidation and psychological abuse. The FIR also includes serious allegations of sexual exploitation, claiming that the Executive Engineer maintained a forced homosexual relationship with the deceased and even offered ₹1 crore for physical intimacy. Further, it alleges that the officer, who is HIV positive, deliberately exposed Gomchu to the virus, potentially endangering his life.

Calling the suicide note a “dying declaration,” the father has urged police to send it for forensic and handwriting verification and examine call records and electronic communications to ensure a fair investigation. The FIR seeks registration under various provisions of the Bharatiya Nyaya Sanhita, 2023, the Prevention of Corruption Act, 1988, and the HIV/AIDS (Prevention and Control) Act, 2017. Tagom Yekar appealed for a thorough investigation, stressing that “justice must be served and no one, however high-ranking, is above the law.” As of now, neither the accused officers nor the Arunachal Pradesh government have issued an official response regarding the allegations.
