Insurgency in Eastern Arunachal affected security and social life, says Home Minister

Prolonged insurgency in three eastern districts of Arunachal Pradesh has had a serious impact on security and also affected the social life of people living in those areas, state Home Minister Mama Natung said in the Legislative Assembly.The minister was replying to a question raised by BJP MLA Wanglin Lowangdong during Question Hour in the Assembly. Natung said that the districts of Tirap, Changlang and Longding have faced insurgency for many years. Because of this, the overall security situation in the region has been affected and residents have also experienced social and psychological stress.He said the state government has been taking several steps over the years to improve the situation and bring normalcy in the affected districts. According to the minister, the government has adopted a comprehensive approach to tackle the problem of insurgency.

Natung informed the House that the strategy includes strengthening law and order in sensitive areas, improving coordination among security forces and increasing intelligence gathering. The government has also been conducting community outreach and awareness programmes so that people can cooperate with authorities in maintaining peace.The minister said surrender and rehabilitation policies have also been introduced to encourage insurgents to give up violence and return to normal life. Regular security review meetings are being held to monitor the ground situation and review the progress of these measures.He also highlighted earlier efforts taken to strengthen policing infrastructure in the region. Natung said the Union Ministry of Home Affairs had approved the TCL 1.0 plan in 2010–11 with a total outlay of ₹212.85 crore for the three districts.

Under this plan, 20 police stations were constructed and funds were used to improve mobility of security personnel and procure arms, ammunition, communication equipment and other logistical support. A total of 1,949 posts were sanctioned under the plan and recruitment has already been completed, which has strengthened the operational capacity of security forces in the region.The minister further informed the Assembly that the state government has now proposed the TCL 2.0 plan to the Union Home Ministry with an estimated outlay of ₹585.42 crore under the Assistance to States for Modernisation of Police scheme.
