The State Transport Authority (STA) in Maharashtra has granted clearance for interim licenses to the parent corporations of app-based taxi aggregators Ola, Uber, and Rapido for bike taxi services in the Mumbai Metropolitan Region. The minimum fare is ₹15 for 1.5 km, according to officials.
According to the minutes of a STA meeting, approval has been granted on the condition that these companies apply for permanent licences within a month and follow all terms and conditions outlined in the Maharashtra Bike Taxi Rules 2025.
ANI Technologies Private Limited, Uber India Systems Private Limited, and Roppen Transportation Services Private Limited, the parent businesses of Ola, Uber, and Rapido, respectively, have received approval.
In the previous two months, the transport department has received four applications to start bike taxi services in the Mumbai Metropolitan Region (MMR). However, it only awarded provisional licenses for three enterprises.
The STA denied Smart-Ride’s application because it did not meet the minimum terms and conditions for running a bike taxi service.
The new Maharashtra Bike Taxi Rules 2025 were established by the state government via a government resolution (GR). On Monday (September 15, 2025), the STA approved a minimum fare for bike taxis of ₹15 for 1.5 km.
Passengers will pay ₹10.27 per km for the service, they stated.
The STA, chaired by state Transport Secretary Sanjay Sethi, approved the fares during a meeting on August 18, and they will apply throughout the state, according to a regional transport office (RTO) official.
The transport authority has set the fare for bike taxis using the Khatua panel’s formula, which has previously been used to calculate rates for autorickshaws and taxis, the official noted.
According to reports, the authority would also examine bike taxi charges after one year.
In January 2023, the government published a GR restricting the use of two-wheelers classified as private or non-transport for app-based services.
Despite the restriction, some companies continued to operate app-based bike taxi services in Mumbai and other parts of the state, utilizing private two-wheelers.
The transportation department has filed FIRs against several of these bike-taxi aggregators for operating unlawfully and charging dynamic charges.
Bike taxis have much lower charges than black-and-yellow taxis and autorickshaws in the Mumbai Metropolitan Region.
The minimum charge for black-and-yellow cabs is ₹31, while autorickshaws cost ₹26.
