CM Pema Khandu stresses solution-oriented governance at Sashakt Arunachal Conference

Arunachal Pradesh Chief Minister Pema Khandu has called for a proactive and solution-focused approach to governance while addressing deputy commissioners (DCs) during the concluding session of the two-day Sashakt Arunachal Conference on Friday. Emphasizing the need to confront challenges head-on, Khandu stated, “Avoiding problems is not the solution. Progress lies in identifying solutions and moving forward.” The Chief Minister acknowledged the obstacles faced by DCs in their respective districts but urged them to leverage their full potential. Drawing a metaphor, he remarked, “If humans utilize even 40-50% of their brain capacity, we can find solutions to the toughest challenges.”

Khandu commended the innovative ideas shared during the conference and assured that these practices would be distributed across districts for wider implementation. Highlighting the importance of revenue generation, he noted the state’s progress and urged each district to contribute significantly. “Districts will now be assessed on their revenue contributions. A detailed report will be provided to help DCs identify areas for improvement,” he announced. In a significant policy shift, the Chief Minister revealed plans to decentralize infrastructure responsibilities. Non-engineering departments will now oversee construction projects within their domain. For instance, the Public Health Engineering Department will manage infrastructure for the Health Department.

Khandu also announced major reforms in planning and education. A bottom-up planning model will soon be implemented, and the next round of discussions with DCs will focus on these reforms. To promote decentralized governance, Cabinet meetings will no longer be confined to the state capital, Itanagar. The next meeting is scheduled to take place in Nyapin, Kurung Kumey district, reflecting the administration’s commitment to inclusivity.The Chief Minister urged DCs to organize brainstorming sessions in their districts by January to create a comprehensive development roadmap. These plans will be reviewed in February by Guardian Ministers and Mentor Secretaries. He also highlighted the need to repurpose unused assets, such as abandoned polytechnic facilities, for productive use.
