Keyi Panyor sets new benchmark as Arunachal district goes fully digital through WhatsApp governance

Keyi Panyor district, the newly created district in Arunachal Pradesh, has taken a major step towards modern and people-friendly administration by becoming fully digital. In a move that is drawing attention from across the country, the district administration has launched a WhatsApp-based governance system that allows citizens to access government services directly from their mobile phones. The initiative, called Keyi Panyor Suvidha, has been launched under the leadership of Deputy Commissioner Shweta Nagarkoti Mehta. The programme aims to deliver government services in a simple, fast and contact-less manner, removing the need for people to visit government offices for routine work.

Under this system, residents can apply for certificates, official documents and other essential services online through WhatsApp. After proper verification, digitally signed documents are made available for download. This means citizens no longer need to stand in queues or make repeated trips to offices, which is especially helpful during emergencies or difficult weather conditions. A key highlight of the initiative is that all services under the campaign are completely free. The administration has made it clear that there are no charges for applications or forms, ensuring that the digital shift remains inclusive and affordable for everyone, including people from remote villages.

The use of WhatsApp has been a deliberate choice, as it is already familiar to most people. This makes the system easy to use even for first-time users and those with limited digital experience. The working of the platform was formally demonstrated at Yachuli, where frontline workers and community representatives observed the process firsthand. Deputy Commissioner Mehta thanked ASHA workers, Anganwadi workers and local market associations for their active participation and support during the initial rollout. She also said that the administration plans to take the initiative to every village in the district, with special focus on involving Self Help Groups in the next phase.
