Land Acquisition Row: Himanshu Nigam Suspended in Arunachal Pradesh

The Government of India has suspended IAS officer Himanshu Nigam due to alleged irregularities and financial improprieties in the land acquisition for the Lada–Sarli Frontier Highway project in Arunachal Pradesh. An order dated November 17, 2025, from the Ministry of Home Affairs indicates that disciplinary proceedings are underway against Nigam, who was serving as the Deputy Commissioner of East Kameng and is a 2021-batch IAS officer of the AGMUT cadre. The allegations focus on violations related to the Right to Fair Compensation and Transparency in Land Acquisition, Rehabilitation and Resettlement Act, 2013. The suspension was executed under Rule 3(1) of the All-India Services (Discipline and Appeal) Rules, 1969, and restricts Nigam’s movement, requiring permission to leave his headquarters in Arunachal Pradesh. He will receive a subsistence allowance equivalent to half-pay leave salary and dearness allowance, contingent upon certification that he is not engaged in other employment during the suspension. The order was signed by Rakesh Kulfar Singh, Under Secretary to the Government of India, in the name of the President.
