The Arunachal Pradesh Employees’ Welfare Federation (APEWF) has urged the state government to implement the Children Education Allowance (CEA) and Transport Allowance (TA) for all eligible state government employees within 15 days, saying the benefits recommended under the 6th and 7th Central Pay Commissions have remained pending despite their adoption by the state.
In a representation submitted to the Finance Commissioner, the federation sought immediate suo motu implementation of the two allowances and said the continued non-payment of the benefits amounts to a denial of legitimate service entitlements.
The APEWF contended that the non-release of the Children Education Allowance and Transport Allowance violates sub-section (2) of Section 46 of the Arunachal Pradesh Adaptation of Laws and Order, 1989, even though the recommendations of the 6th and 7th Central Pay Commissions have already been implemented in the state.
The federation said the Central Pay Commission is a statutory administrative mechanism constituted by the Government of India to review and recommend revisions to the pay structure, allowances, pensionary benefits and other service conditions of central government employees and defence personnel. It added that the commission’s recommendations form the basis for revising financial entitlements, including allowances such as CEA and TA.
According to the federation, Arunachal Pradesh implemented the recommendations of the 6th Central Pay Commission in 2008 and later adopted the recommendations of the 7th Central Pay Commission in 2016.
Citing information obtained under the Right to Information (RTI) Act, the federation said the Finance Department had assessed the additional financial implication for implementing various allowances under the 6th Central Pay Commission at Rs 350.47 crore in 2010.
“The facts indicate that the financial requirement for implementation of the allowances had already been assessed by the Finance Department,” the federation said.
It sought clarification from the government on the present status of the assessed financial provisions and asked why the Children Education Allowance and Transport Allowance have still not been extended to eligible state government employees.
The federation also asked the government to explain whether the assessed funds were allocated, utilised, reappropriated or dealt with in any other manner, and to clarify the reasons for the prolonged delay in implementing the admissible allowances.
